Michele Giovannini graduated from the University of Bologna, where he earned his PhD in public law. He was visiting research scholar at LSE and UC Berkeley. He is associate professor of Administrative Law and holds the courses of Public Procurement Law and Energy Law. He is the scientific director of the “Observatory on the Public Administration Reform” established by the Milan Chamber of Commerce. Admitted to the Italian bar in 2000, his activity is mainly focused on public procurements, energy and environment, health care and pharma. As from 2013, he is the Rector’s Delegate for Legal Affairs at Politecnico di Milano.

He is author of a monograph and approximately thirty publications on class A legal reviews (ANVUR ranking) and his research activity is focused on market regulation (energy, public procurements, health and pharma), administrative function and justice, university and other public organization, administrative judicial proceedings and ADR procedures
